Preheat oven to 325 degrees. Line 9x13 sheet pan with parchment paper.
In a large bowl, cream butter and sugars together. Add eggs and vanilla. Mix until fully combined.
In a medium bowl, whisk dry ingredients together.
Add dry ingredients to butter mixture in thirds.
Mix chocolate chips into cookie batter by hand.
Press cookie batter into prepared sheet tray. Spray hands with cooking spray to keep batter from sticking to hands.
Sprinkle M&M’s on top of batter.
Bake for 25 minutes.
After baking allow to cool for 10 minutes.
After 10 minutes, use parchment to remove cookie bars to cooling rack.
Once bars are cooled, cut and enjoy.
