In a food processor, pulse oats 8-10 times. You want them about ½ oat flour and ½ chopped oats when you are finished.
Next add honey, peanut butter, and bullion powder or paste.
Process this all together until it forms a dough ball.
Transfer dough to a sheet of plastic wrap and chill in the refrigerator for 30 minutes to 1 hour.
Preheat oven to 350 degrees.
You can roll this dough between two sheets of parchment paper to ¼ inch thickness and cut with a cookie cutter. Or you can roll into 1” balls and press with a fork.
Bake for 10-12 minutes. For soft treats remove from the oven and place on cooling racks to cool completely. For crisp treats, turn oven off and leave them in oven overnight.
